SOURCES OF FINANCING FOR THE BUDGETARY MANAGEMENT OF THE ROAD SAFETY IN CUBA
Abstract
Road safety is a public health problem that affects the socioeconomic development of the countries and its financing becomes a growing need in view of the current challenges that the countries face. Every year around 1.35 million people die in the world and more than 50 million are injured by traffic accidents. The creation of institutional capacity is required to face this scourge and achieve the establishment of improvement actions, which is consolidated with the definition of financial resources destined for the improvement of road safety and its appropriate use. This research is carried out with the objective of proposing sources of financing that contribute to the budgetary management of road safety in Cuba. Techniques and methods of the empirical level were used to analyze the information and, based on the assessment of the budget management of road safety in the ibero-american region, similarities are identified in the sources of external and internal financing. A proposal is made of financing sources for road safety in the country that were validated by the method of experts and that constitute an approximation to the need to define, within the elements that make up the sources of income of the State Budget, those that can be used directly to finance activities related to road safety in the country as a contribution to meeting the Sustainable Development Goals related to road safety.
